Anusandhan National Research Foundation (ANRF) has been established through an Act of Parliament (ANRF Act 2023) to undertake initiatives including seeding, growing and facilitating research at academic and research institutions. The ANRF Governing Board in its First Meeting Chaired by Hon’ble Prime Minister discussed several areas of strategic interventions that include global positioning of India in key sectors, aligning R&D with national priorities, promoting inclusive growth, and capacity building. ANRF in its endeavour to facilitate equal participation of researchers from all sectors of society, has initiated the scheme Inclusivity Research Grant (IRG). IRG scheme will provide funding support to researchers belonging to the Scheduled Caste /Scheduled Tribe to undertake research in frontier areas of science and engineering. It aims to provide a platform for researchers to further their capacity and move on to mainstream research programs.
IRG subsumes the Empowerment and Equity Opportunities for Excellence in Science (EMEQ) scheme of erstwhile SERB. IRG will provide enhanced support with flexible norms.

These are evidence-informed rankings synthesized from ANRF's published scheme guidance, rather than a single official scoring rubric applicable to every program.
★★★★★
Scientific novelty and originality — Critical
Present a clearly defined research gap and a hypothesis that advances existing knowledge. ANRF's Core Research Grant guidance states that novelty and the investigator's competence are central to funding decisions.

★★★★★
Scientific and national significance — Critical
Explain why the problem matters to the relevant discipline, India's research capability, or a defined societal or technological challenge. For mission-oriented schemes, explicitly connect the project to the call's stated objectives.
★★★★★
Investigator expertise and research track record — Critical
Demonstrate relevant publications, prior research achievements, technical capability and the ability to complete the proposed work. For early-career schemes, emphasize promise and independence appropriate to career stage; senior awards require a stronger record of sustained contributions.
★★★★★
Methodological rigor and technical soundness — Critical
Use appropriate experimental, theoretical, computational or clinical methods. Define objectives, controls, data-analysis procedures, validation strategies and measurable deliverables.
★★★★☆
Feasibility and realistic budgeting — Very high
Match the proposed activities to the project period, personnel, equipment, infrastructure and available resources. ANRF guidance specifically calls for realistic budgets based on the requirements for successful implementation.

★★★★☆
Institutional infrastructure and support — Very high
Show that the host institution provides the facilities, equipment, administrative support and research environment needed. Institutional eligibility and endorsement requirements vary by scheme; large collaborative programs may also impose institutional ranking or co-funding conditions.

★★★★☆
Interdisciplinary collaboration and team strength — Very high
For collaborative or mission-driven schemes, bring together complementary expertise and clearly define each investigator's contribution. ANRF's broader portfolio includes interdisciplinary research and partnerships among academic institutions, research organizations and industry.

★★★★☆
Translation, innovation and measurable outcomes — High
For technology-oriented schemes, explain the path from research to validated technology, prototype, deployment or societal benefit. For fundamental research, emphasize the expected scientific advance rather than promising premature commercialization.
★★★★☆
Scheme-specific eligibility and objective alignment — High
Match the applicant's career stage, qualifications, institution and research purpose to the selected scheme. For example, the Inclusivity Research Grant has eligibility conditions tied to Scheduled Caste/Scheduled Tribe researchers, while the J. C. Bose Grant targets senior scientists and engineers.
