Request for Proposals (RFP): The Joe W. and Dorothy Dorsett Brown Foundation issues this special RFP through Duke University. The D. Paul Spencer Climate & Health Innovation Award (SCHIA) intends to provide one $200,000 grant payable to Duke in support of one laboratory on or before January 15, 2027 to develop a two-year project addressing the intersection of climate change and human health.

Reason for RFP: Climate change presents a growing and poorly understood risk to human health. In the Brown Foundation’s home state of Louisiana, increased extreme heat exposure, hurricanes and flooding endanger lives, disrupt communities, and limit access to health care. Research supported through SCHIA has the potential to generate solutions with far-reaching impact. If deployed at scale, these discoveries could bolster preparedness for heat-related illness and injury, strengthen healthcare system resilience in the face of natural disasters, and support healthy and thriving communities in a changing climate.

Background

The Joe W. & Dorothy Dorsett Brown Foundation (Foundation) is a private foundation based out of Metairie, Louisiana. The Foundation has proudly supported basic science research programs since its inception and enjoys longstanding relationships with some of the top scientific institutions in the United States. The Foundation proudly works to answer life's questions and seeks to alleviate human suffering.

This award is named in honor of D. Paul Spencer, who is a past President of the Foundation, one of the largest private charitable foundations in the State of Louisiana. Mr. Spencer, a Certified Public Accountant, spent his entire career with the Browns as their personal accountant, business manager, advisor and confidant. Mr. Spencer guided the philanthropic activities of the Foundation from its inception in 1959, assuming the Presidency in 1989 and retired in 2015, taking the role of President Emeritus until his passing on September 11, 2018.

Mr. Spencer was born in Canonsburg, PA, attended Duke University until called into active military service for four years, returned to Duke after the war, graduated with a Bachelor of Arts degree in business and moved to New Orleans in February, 1948.

Mr. Spencer was an avid adventurer and was on expeditions to the North Pole, the South Pole and Mt. Everest. A whitewater enthusiast, he rafted most of the wild rivers of the world, including the Biobio in Chile, the Chitral in Uzbekistan, the Omo in Ethiopia, the Coruh in Turkey, the Upano in Ecuador and the Zambezi in Zimbabwe. He did research on orangutans in Borneo.

The Foundation has funded millions of dollars for medical and basic science research, housing for the homeless, organizations who care for the sick, hungry, abused, addicted or helpless, religious and education institutions and groups striving to improve our local community.
