Pediatric Disaster Care Centers of Excellence Program Cooperative Agreement

Children represent approximately one-quarter of the United States population and possess unique developmental, physiological, behavioral, and psychosocial characteristics that require specialized approaches to disaster preparedness, response, and recovery. Pediatric patients frequently require specialized equipment, supplies, pharmaceuticals, transport resources, and clinical expertise that may not be readily available during disasters and public health emergencies.

Although significant progress has been made in pediatric disaster preparedness over the last decade, gaps remain in the Nation’s ability to provide coordinated pediatric care during incidents involving trauma, burn injury, emerging infectious diseases, pandemic influenza, chemical exposures, biological threats, radiological incidents, nuclear events, and other high-consequence emergencies.

Specialized pediatric hospitals and health systems provide exceptional care during routine operations; however, disasters frequently disrupt normal referral patterns, overwhelm local resources, and require rapid coordination of pediatric specialty expertise across jurisdictions and health care systems.

To address these challenges, ASPR seeks to establish and sustain a national network of four Pediatric Disaster Care Centers of Excellence (PEDs COEs). These centers will serve as regional hubs for pediatric disaster preparedness, planning, coordination, education, training, situational awareness, and specialized pediatric surge capability.

Eligibility Requirements

Eligible applicants are limited to one or more public or private hospitals and/or corporate health systems. For the purposes of this NOFO, a corporate health system is defined as an organized, coordinated, and collaborative network that (1) links various health care providers, via common ownership or contract, across three domains of integration – economic, noneconomic, and clinical – to provide a coordinated, vertical continuum of services to a particular patient population or community, and (2) is accountable both clinically and fiscally for the clinical outcomes and health status of the population or community served, and has systems in place to manage and improve them.
